David Carmany is an experienced city manager, having successfully managed seven California cities over a career of 40+ years. He is a lifelong member of the International City and County Management Association (ICMA) and received their 40-year Service Award in 2023.
Since 2024, David Carmany has been the City Manager of the City of Rialto. As Rialto’s City Manager, he assumes full management responsibility for all City services and activities including community resources and public information, community development and code enforcement, public works, parks and recreation, police, fire, finance, human resources, and administration.
David is a proud University of Southern California Trojan, earning his Bachelor of Science degree in Public Affairs (with a Minor in Public Administration) in 1979. He specialized in Urban and Regional Planning, and earned a certificate in Environmental Studies.
When he is not busy serving the community of Rialto as City Manager, David Carmany serves on the Board of a national non-profit housing organization. His hobbies include making sawdust (woodworking), sailing, and reading.
