Each minute was critical to saving a life, but precious time was lost recently on a small one-way street in Seal Beach.An ambulance could not pass along 17th Street in its effort to reach a person with a heart problem. Seal Beach City Manager David Carmany plans on meeting with the neighborhood residents in the near future to discuss possible solutions.
